Please remove your extra added codes from functions.php and your site will be live.
You need to use ftp to remove them.
You can use your developer, instead of making edits of your own.

Please make sure you have not installed any disable admin bar plugin.
We are using wp admin bar to generate right side drop down menu.
Also cross check
Enable Toolbar from your own profile Edit profile inside dashboard.
