Creating Fields that cannot be edited by users.

Is there a way to create fields that will show up in user profiles that cannot be changed? For instance, I want the admin to be able to assign the Branch Office for each user without them being able to alter it, is that possible?

Also, I want the admin to be able to enter information into a field that can only be seen by certain people with permissions, such as a user’s Salary/Pay Rate. How can this be done?
