why do "Type" radio check boxes and circles shift while loading?

How can if fix the shifting of check boxes and circle options. Thoughout the site anything that has a “Radio” during loading of the css, the imaging shifts. I removed all custom css and it is still happening. What could be causing this? I can provide a video example if you would like to see it in action.

When i go to group > manage > settings, the radio circles shift during loading.

This happens in both firefox and chrome. I have a vps dedicated server with 2gb ram, the page still loads quickly but it just gets annoying to see that happen.

Hi @craigseidl, please try with deactivating additional plugin, are you using some minify or css optimization plugin ?
