Mobile View, Loses All Menus

I don’t know if I’ve hit a setting wrong but when I scale browser or run on a mobile the site is only displaying the main content area. I lose all access to menus so can not in any way navigate the LMS. Are there setting I’m missing somewhere?

It should have top icons to toggle menus at left and right side.

Attached. Note I removed the branding as it’s a clients site. But basically all the left and right menu access is gone (left the buddy panel which is visible on larger display has not alternate access to the menu etc. further down the page the #footers are visible just no menus etc.

Note the very top black bar is the WP menu as I was logged in as admin when doing grab. This is not there normally.

    background-color: #39516e !important;   /you can change the color code/
}
